The consultation document 'Civil Registration: Delivering Vital Change' sets out the legal changes necessary to modernise the civil registration service in England and Wales.
In January 2002 the Government published its White Paper 'Civil Registration: Vital Change' that sets out proposals for the fundamental reform of civil registration in England and Wales. At the same time the Government announced its intention that the necessary legal changes would be brought about using the order-making powers of the Regulatory Reform Act 2001.
