Challenges in the Compilation of Official Poverty Statistics in the Philippines |
| Abstract |
Official poverty statistics in the Philippines are compiled by the National Statistical Co-ordination Board (NSCB) thru its InterAgency Committee on Labor, Income and Productivity Statistics (IAC-LIPS). The compilation methodology was first adopted in 1987 and revised in 1992. At present, the official poverty statistics on poverty incidence are released every three years with urban-rural desegregation for the various regions of the country. The methodology is based on a headcount approach that prescribes a menu-based income requirement to determine whether a household is poor.
Notwithstanding the existence of a methodology for the generation of official poverty statistics, several studies have been conducted, mostly by academic researchers that used alternative approaches to poverty assessment. These studies have raised questions on the appropriateness of the official methodology and have formulated recommendations for its revision. Some of the recommendations seem well-grounded, but others fail to consider the constraints faced by national statistical agencies in the generation of official statistics. The paper discusses the challenges faced by the compiler of official poverty statistics in responding to these recommendations and in addressing user concerns for the improvement of official poverty assessment. |
