
Labour accounts for over 90 per cent of the output of tenant housing services, compared with 70 per cent of owner-occupied housing services. This is because tenants do not own the largest item of capital – the dwelling itself – so their capital consumption is very low, and their expenditure on utilities is part of their final consumption rather than of the service they provide.
Overall, tenants account for approximately one fifth of total housing services, with their labour contributing roughly one quarter of the combined contribution of owner-occupiers and tenants. This is more or less the same as their share of total number of rooms in the housing stock.
