ONS Geography User Guide

The ONS Geography User Guide provides a record of administrative area boundary changes in England and Wales between the 1991 Census and the 2001 Census. It contains maps showing which counties, districts and unitary authorities were affected by boundary change, as well as indicating the extent and frequency of those changes. There are also a number of directories listing the instances of each type of boundary change (county, district, unitary authority, electoral ward/division, parish/community, as well as the implications of the 1990s Local Government Reorganisation). In each directory, users are referred to the applicable Statutory Instruments or Act of Parliament.

The User Guide can be downloaded here.

The User Guide was previously updated annually and was released through 9 editions from 1992-2000. However, now that the complete inter-censal period is included, no further updates are planned. Users requiring information on boundary changes since the 2001 Census should therefore contact us.
