    What happened to innovation in the UK? Comparing the UK Community Innovation Survey (CIS) 2 and 3.

    This paper will analyse the results of the two U.K. Community Innovation Surveys (CISs) with a view to developing policy recommendations. In Hesselman (2002) some of the results for the second CIS were analysed. This paper will analyse the CIS3 survey results in a similar way. It will analyse the surveys as separate cross-sections. It will also consider some results with the two surveys pooled into a panel. By combining enterprises’ innovative activity at two points in time and over time, it the paper will provide evidence-based policy recommendations.
