Promoting awareness and widening the appeal of the 2001 Census were the main aims of the Publicity project. Overall understanding of the census, including the social benefits, and confidentiality were conveyed through advertising, public relations events, promotions and partnerships. Specific campaigns were launched to target groups which had been undercounted in 1991 (e.g. babies and students). Special activities were also organised in Wales to promote the write-in of 'Welsh' to the ethnic group question.
