Closely linked to Data Collection Development, the Data Collection Support project was responsible for the recruitment and payment of temporary staff and the Community Liaison initiative. The recruitment team planned and conducted the recruitment of 103 Census Area Managers and the Census Manager for Wales. The Census Area Managers were provided with training, support and advice to facilitate the further recruitment of over 70,000 temporary staff.

Pay rates were calculated for each staff grade and area, and an external service provider, Chessington Computer Services Ltd (CCSL) was used to process pay claims. The Community Liaison initiative was set-up to raise awareness of the Census and encourage participation by forging links with a wide network of national and community groups. Consultation with national charities, community agencies and local and heath authorities identified the practical help needed. This resulted in census literature being reproduced in 26 languages, documents printed in braille and large print as well as audio and video tapes for those with aural, visual and learning difficulties.
