Ensuring all households received and returned a Census form was the responsibility of the Data Collection Development project. Sophisticated software was used to design and print over 24 million Census forms and other supporting documentation prior to nationwide distribution. Contract management was integral to this project, with Central Office for Information, TNT, Cable and Wireless and Royal Mail providing key services. Around 70,000 temporary staff were recruited and the Data Collection Development project ensured they received sufficient training to perform their tasks effectively. Comprehensive instructions, videos and workbooks were provided to assist with these activities. The Census operation was monitored and supported by the Regional Management Team, who were in regular contact with the Census Area Managers. A telephone helpline was also set-up to respond to public enquiries on the 2001 Census.
