The main purposes of the 2001 Census Evaluation are to:
inform users of issues surrounding data collection and processing to assist them in interpreting data;
address the need for public accountability;
signpost the potential for change in planning towards 2011;
learn and inform in the wider ONS context.
In order to further the first aim of assisting users in interpreting the census results, spreadsheets providing non-response rates for all census questions for each Local Authority and Estimation Area in England and Wales have been included.
Note that where an individual did not respond to an specific question, a response has been provided by edit or imputation. The Edit and Imputation evaluation report describes the approach to this.
The full evaluation report for the Data Quality project, and a separate Quality Report, will be produced later in the year.
