ONS announced in October 2003 that it was reviewing a potential risk that information about individual workplaces could be disclosed through Census tables on workplace populations [more details...]. It was also announced that it was taking longer than planned to produce tables on migrants. This meant that remaining releases of Census results for England and Wales, most of which were expected to contain workplace and out migrant tables, could not go ahead as scheduled.
Further workplace and migration tables were released in the second and final part of the National Report for England and Wales published on 3 February 2004, and in further Standard Tables for wards released on the same date [more details...]. This followed progress with the review of disclosure risks and progress with production of tables on migrants.
More Census results on workplaces and journeys to work in England and Wales will now be produced and released following decisions by the National Statistician after the conclusion of the review of possible disclosure risks. Most of the planned Census Area Statistics tables on workplaces will be released, as will virtually the whole of the planned matrix of tables on journeys to work. Tables on industry and occupation by area of workplace are not being released at local levels to avoid the possible identification of a workplace and the disclosure of Census information about it, and no further Standard Tables on workplaces are being released.
Census Area Statistics
Five of the seven planned CAS tables, all of which are univariate, will be produced and released at Output Area and higher levels. They are tables UV37 (method of travel (daytime population)), UV75 (age), UV76 (NS-SEC), UV78 (approximate social grade), and UV80 (distance travelled to work). Tables UV77 (industry) and UV79 (occupation) will not be released at any geographical level, although information on industry and occupation at local authority level and on occupation at ward level, is already available through the Standard Tables. The target for release of the CAS tables is April and further details of arrangements will be announced as soon as possible.
Journeys to work
The matrices of tables on journeys from residence to workplace at local authority, ward and Output Area levels will be released substantially as planned. The exception is that some limited categories in the industry classification in table W105, released at local authority level and above, will be collapsed in line with the classification in the National Report. The single table at OA level - method of travel - will be released as planned. Outlines of the tables will be made available here shortly.
Final arrangements for the production and release of the journey to work matrices are now being made. They will be released in phases starting with the Output Area matrix. Release dates in the period of April to July are anticipated, and will be announced as soon as possible.
Standard Tables
All planned Standard Tables on workplace at local authority level were released in the National Report part 2 on 3 February with some limited collapsing of categories in the classification of industry, and there will be no further releases.
Two of the planned Standard Tables on workplace were released at ward level on 3 February - S129 (Sex and distance travelled to work by method of travel to work) in entirety, T10 (Theme table on resident, workplace and daytime population) with industry of the workplace population suppressed, but with statistics on sex, age, family status, occupation, NS-SEC, distance travelled to work, and method of travel to work.
No further Standard Tables are being released at ward level, or for areas built from wards. This means that the planned tables S130 (Sex and industry by distance travelled to work), S131 (Sex and industry by highest level of qualification), and S132 (Sex and industry by occupation) are not becoming available.
