As part of its research programme for the 2011 Census in England and Wales, ONS has launched a programme of user consultation, focused on identifying those topics to be considered for inclusion in the next Census. An ONS Consultation Paper The 2011 Census: initial view on content for England and Wales, HERE published on 16 May, invites responses by 5 August 2005.
The Consultation Paper sets out ONS initial thoughts relating to those topics it believes might be included in the 2011 Census. Every question eventually selected for inclusion on the 2011 Census questionnaire will need to meet a number of key criteria, which are set out in the Consultation Paper.
The objective of the current consultation is not to set out a final topic or question set for the 2011 Census questionnaire. However, it does provide the main opportunity for users to make a case for the inclusion of a particular topic and provide a starting point at which to enter discussion with users about their data requirements for the 2011 Census.
A Census Test, planned for 2007, will provide a major opportunity for ONS to assess public reaction, and level of response, to those questions to emerge successfully from the current round of user consultation.
