National Accounts classification of Exceptional Local Government payments
Explains how ONS has classified settlement payments by local authorities associated with potential equal pay claims
Recently a number of tribunals have taken place about retrospective equal pay claims, and Local Authority employers were provided with a timetable to implement equal pay reviews. They will make settlement payments to avoid potential back-pay compensation claims from current and ex-employees where appropriate. This article explains the decision of the Office for National Statistics to record these payments as capital transfers for National Accounts purposes.
