An ethnic group question was asked in the 1991 and 2001 Censuses. There were differences in the ethnic group questions asked, in the coding of the answers and in the methods for treatment of under-enumeration. These differences complicate the task of making direct comparisons between 1991 and 2001. This guide describes and analyses the differences and provides recommendations for users who wish to compare ethnic group data collected at the two Census points.
