Scoping Paper on Possible Improvements to Measurement of Defence in the UK National Accounts
This article is the first to cover the inputs and output of Defence in the context of the National Accounts
This article explains the way defence is currently measured in the National Accounts, by an inputs method. It proposes improvements to the inputs methods, to be developed by using alternative sources of data to obtain more specific pay and price deflators for labour, goods and services. Sources of data for the development of direct measures of labour inputs, and possible improvements to the capital consumption methodology are also discussed. The article also looks at a range of potential measures for the measurement of defence output. Measures discussed include the use of activity data, capabilities, and the extent to which the objectives of the Ministry of Defence are met.
