The Code of Practice for European statistics was adopted by the Statistical Programme Committee (of the European Statistical System) and promulgated in the Commission Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities. It was endorsed by EU Economic and Finance Ministers in November 2005.
This Code is based around 15 principles each supported by a number of detailed indicators and applies to all statistical authorities in the EU, including Eurostat; the statistical office of the European Communities.
The Eurostat Quality site explains the work which is ongoing on Quality Reporting.
Compliance with the Code will initially be monitored via self-assessment, supplemented by a system of peer reviews which as well as assisting with assessments will help to identify best practice. In January 2006 ONS completed its first self-assessment questionnaire (1.42Mb, doc).
In February 2008 Eurostat published the report of the peer review, conducted by experts from across the European Statistical System, of ONS' compliance with the European Statistics Code of Practice.
