The Quality Measurement Framework project identified stakeholders by reviewing preliminary work into the output of Adult Social Care Services, undertaken by the Personal Social Services Research Unit (PSSRU) at the University of Kent. This was sponsored by the Department of Health (DH) as part of the implementation of the Atkinson Review. The DH and HM Treasury also contributed to the identification of the stakeholders.

Stakeholders were analysed to achieve a thorough understanding of their requirements and of their interest in and impact on the project, so that communications can be more effective. It is acknowledged that communication may need to accommodate stakeholders who cannot be engaged with the project and are working through partners, industry groups or volunteer organisations.

In order to understand their requirements and their impact of the project, the stakeholders have been formed into the following groups:

  • Invest to Save Budget team at HM Treasury
  • Department of Health, Department for Children, Schools and Families

Partners (also act as Suppliers)

  • Office for National Statistics
