The is the first partnership between the Office for National Statistics, the National Council for Voluntary Organisations (including other third sector partners), the research community and the Department of Health.
The key partners are:
UKCeMGA: The Atkinson follow-up team at the Office for National Statistics is at the forefront of the development of measures of government productivity.
The National Council for Voluntary Organisations (NCVO) is the umbrella group for the voluntary sector in England. NCVO will be providing an analysis of Third Sector bodies which will include estimates of the levels of government funding to the Third Sector classified into sub-sectors as well as estimates of the extent of Third Sector involvement in the delivery of public services.
The Care Services Efficiency Delivery Programme (CSEDP) at the Department of Health lead on implementing the recommendations of 'Releasing Resources to the Front Line', the independent review of public sector efficiency led by Sir Peter Gershon. The CSEDP works with local councils, the NHS and service providers to develop and support initiatives to make adult social care more efficient.
The Personal Social Services Research Unit (PSSRU) at the University of Kent is the leading UK research body on Personal Social Services. It has undertaken the core research into measuring the output of social services for adults, which the Quality Measurement Framework Project aims to expand on. It will be producing a large scale population preference study to weight the various social care outcomes.

The Public Sector Productivity Group at the National Institute of Economic and Social Research (NIESR) have researched extensively into the productivity of the Health Service and have considered the importance of education and skills in determining productivity and wages. Previous research has also considered the productivity of local authorities. Their role within the QMF project will focus on pre-school education. They will be comparing the quality of provision of services through an analysis of the Millennium Cohort Study data and other data linked to the children in the survey. They will also include a cost comparison study and research with local authorities.
Local Councils: Kent County Council and Manchester City Council will be actively involved to represent the interest of Local Authorities.
