The Quality Measurement Framework (QMF) project aims to meet the following criteria in order for the methodologies to be widely adopted as practical tools and thus make efficiency savings.

In order for the methodology to be robust it is required to meet the needs of:

  • local authorities as a useful way of differentiating providers
  • service providers as a fair and non-burdensome way of providing information on performance
  • government as a meaningful way of measuring performance

The objectives of the QMF project are to:

  • devise more effective mechanisms for measuring and assessing the quality and value of public service delivery across the spectrum of public, private and third sector providers
  • develop a tool that will assist government authorities in procuring and monitoring the performance of public service providers
  • reduce the administrative burden on service providers bidding for public service contracts opening the market to smaller organisations
  • conduct research into third sector involvement in the delivery of public services to gain a better understanding of the contribution made by this area
