The Quality Measurement Framework (QMF) project is a three year Invest to Save Budget (ISB) project which the Office for National Statistics (ONS) is leading in partnership with the Department of Health, the National Council for Voluntary Organisations (NCVO), local authorities and research groups.
The project is part of work carried out by UKCeMGA, to measure public service output. A strategy was published in July 2007 and the QMF project takes it forward.
The aim of this project is to develop effective but easily usable methodologies and procedures for measuring the value added of specific public services within a framework that could have wider applications. These methodologies and procedures will enable service commissioning authorities to more accurately monitor the performance of providers in the public, private or third sectors.
A successful framework will allow more efficient and effective commissioning and procurement of services and place the issue of quality and value added service at the heart of the decision-making process.
