The survey is conducted on a voluntary basis by the Office for National Statistics (ONS). It has a sample of approximately 180,000 prices collected by hand and the web. The Consumer Prices Index (CPI) is the Government's preferred measure of inflation for macroeconomic purposes. The Retail Prices Index (RPI) is a long standing general purpose indicator of inflation and its uses include indexation of pensions, benefits and index-linked gilts.
The triennial review is undertaken to avoid unnecessary surveys, to ensure that control is exercised in the most cost-effective way and that authorised surveys are conducted in such a way as to obtain the information needed while imposing minimum burden on contributors.
