K-Measures Towards Building a Knowledge Society and Economy |
| Abstract |
This paper outlines both qualitative and quantitative dimensions of "k-measures" by making due references to Malaysian experience. In qualitative sense, k-measures refer to initiatives to promote information cum knowledge development activities and the quantitative meaning refers to statistical activity. The qualitative aspect covers top-down and bottom up initiatives that include programmes, projects, events, regulatory framework, incentives and institutional arrangements that deem to create or enhance information and knowledge society and economy. The quantitative aspect briefly touches upon conceptual framework for k-measurement activity, currently available k-measures statistics and illustrations from recently concluded Internet Subscriber Study and ICT Exposition Visitors Study. More importantly, the paper suggests the way forward strategies and statistical initiatives that NITC of Malaysia has identified towards realizing a comprehensive information age statistics. |
