Dolly PCs. The case of the Spanish Basque Country |
| Abstract |
93% of the personal computers sold with Basque Government subsidies through the ‘Konekta Zaitez’ (Get Connected) Programme in the year 2000 may be considered to be clones, if we understand this to be equipment resulting from the assembly of different components originating from different suppliers in order to emulate – or even surpass- the functions of other equipment. The above programme is directed at families and included in the “Plan Euskadi in the Information Society 2000-2003’, presupposes the purchase of a PC (PC, Mac or laptop) with a connection to the Internet and a defined level of equipment. The total subsidy amounts to 270 Euros, on an average sale price in the year 2000 of 1399.64 Euros. The Basque Statistics Institute –Eustat-considered it necessary and interesting to collect from one of the sectors involved in the plan –the sellers of computer equipment- a series of minimum information on the equipment and their buyers. We may say that we have a database that enables the analysis of the type of equipment and components, prices, a minimum classification of buyers, territorial distribution and the evolution in time of sales, with practically all the equipment sold to families over the study period. |
