Official Statistics and the New Economy; Report of the 2002 IAOS conference
London IAOS conference recommendations on 'New Economy Measurement' cover changes in the 'networked society', ICT and its economic impact, 'intangibles' such as knowledge and skills, and will be considered by the UN in March 2003.
In 2002 ONS hosted the International Association for Official Statistics conference on 'Official Statistics and the New Economy. This brought together economists, statisticians, policymakers and business leaders from round the world to tackle problems of measuring and managing the 'New Economy'.
In its concluding session, the conference addressed key questions for the world's Statistical Offices to address in making sure that their methods of measurement keep pace with demands of rapidly changing economies. Among the most important areas covered were (1) changes in behaviour of firms, institutions and individuals in the 'networked society', (2) the pervasive influence of ICT and its effect in speeding up economic and social processes and (3) the importance of solving measurement issues for 'intangibles' such as knowledge and skills
In addition to recommending a range of priorities for action, the conference, through its rapporteurs, also identified the national and international bodies who need to implement them. It recognised that in future more attention should be given to implentation issues by international organisation and strong leadership through National Statistics Organisations will be essential to present citizens, policymakers and business with a convincing picture of change.
The report will be considered by the UN Statistical Commission in March 2003
